How many safety personnel are needed to change a light bulb?

Fifteen:

One to conduct the Project Safety & Health Review;
One to prepare the Job Safety Analysis;
One to review the Standard Operating Procedure;
One to check regulatory requirements;
One to assess training needs;
One to create training materials;
One to do fall protection training;
One to document training;
One to prepare the PPE assessment;
One to locate proper fall protection equipment;
One to inspect the ladder;
One to provide adequate anchorage for the ladder;
One standing by to give first aid in case of bulb breakage;
One to supervise the installation;
And one poor chump to explain to management why changing a light bulb costs so much and takes so long.

Oh, and one welder, carpenter, electrician or maintenance employee to actually change the darned bulb.

    This made me smile but also think.
    in this case all the people listed above could be one safety person.
    let's consider all the people who would have been required if all of this pre-planning had not been done.

    2 or 3 first aiders to render first aid
    one comapny nurse (if you have one)
    one person to call 911
    one 911 operator to take the call and dispatch EMS
    one EMS crew and possibly a fire truck if there is tiered response
    one police officer to respond to an industrial accident
    one government inspector to lay charges
    two lawyers, one for the company and one for the government
    3 people on a formal investigation team
    2 expert witnesses
    a clerk to type the report
    3 people at WSIB to process the claim
    1 person at the company to monitor the claim
    2 nurses at the hospital
    1 physio therapist
    1 trauma surgeon
    2 hospital clerks to process the paperwork
    1 cleaner to clean up the blood at work
    3 traumatic stress debriefers
    1 manager to call the family
    1 mortician and helper
    2 grave diggers
    1 florist
    1 clergy

    and on and on...
    think preplanning is still expensive???????

    Indeed! I dont understand why we make a simple task as changing a light bulb so complicated. Thats often the case with other safety tasks.

    In Canada, all of this would be up to the one safety professional on staff, with the exception of the 2 or 3 maintenance staff to install the lightbulb.
