SAFETY SPECIALIST III

SUMMARY:
Under direction of the Manager of Safety in the Office of Quality, Safety & Site Security, the incumbent will be responsible for MTA Capital Construction safety oversight of project specific safety plans and adaptation of the safety controls required mitigating the assessed hazards. This includes safety and security oversight of projects in various stages of construction, and training of in-house personnel in regulatory safety/security practice, for projects throughout New York City. This position will also be responsible for implementing recommendations made to project management, follow-up corrective actions with respect to the safety findings of investigations, and operate closely with contractors and agency personnel. 

RESPONSIBILITIES:
Oversee contractor compliance to applicable field safety requirements and investigates all employee/contractor accidents associated with MTACC project on MTA property.
Interview contractor and agency personnel to determine the root cause of accidents/incidents and recommend corrective safety controls.
Serve as the lead investigator with external agencies for all jobs site accidents involving contractor personnel.  Prepare responses and reports to these agencies as required.
Review and recommend acceptance of consultant/contractor safety and security programs, plans and checklists.
Develop/implement project safety manuals and procedures.
Conduct regularly scheduled working sessions with Construction Managers and Contractors to discuss safety assessment trends, and the development or revision of procedures that address the concerns raised by the trend analysis.  

QUALIFICATIONS:
2 years of College level study in engineering, fire safety, environmental, occupational safety, mathematics or any of the sciences and a minimum of 5 years of practical experience related to construction safety.
A 4 year high school diploma or its educational equivalent plus 9 years satisfactory full time safety related experience.
OSHA 500 Trainer Course for Construction Industry
Member American Society of Safety Engineers (ASSE)
Site Safety Manager Certificate issued by the NYC Department of Buildings, preferred
In-depth technical working knowledge of  federal, state and NYC regulatory standards including OSHA, NYSDEC, NYCDEP and NYCDOB
Knowledge of MTA system and safety programs
Superior inter-personal skills and presentation skills.
Excellent oral and written communication skills
