Safety & Occupational Health Specialist
JOB SUMMARY:
U. S. Department of State (DOS), Overseas Buildings Operations (OBO), Deputy of Operations, Safety, Health and Environment Management Office, Technical Field Support Division (OBO/OPS/SHEM/TFS) has an opening for a part-time Safety & Occupational Health Manager. The SHEM Office is responsible for the administration of the Department’s overseas program to satisfy requirements of the Occupational Safety and Health Administration and Environmental Protection Agency and to ensure that policies are implemented to support operations conserve resources and protect the environment. The program covers 18,000 facilities and provides for the safety and well being of more than 100,000 employees and overseas dependents of the Department and other government agencies under Chief of Mission (COM) authority. The program provides multidisciplinary management and technical support in the areas of safety, occupational health (industrial hygiene), environmental health and environmental pollution for the Department and all related overseas organizations.
MAJOR DUTIES:
The incumbent serves as a Safety & Occupational Health Specialist reporting directly to the Office Director in providing direct technical and management support to the SHEM Program by analyzing data which is critical to program management and performance; developing and recommending procedures to enhance data collection and use efficiency; conducting assessments of technical data and developing recommended solutions to safety, health or environmental issues or problems. In addition, the Safety and Occupational Health Specialist is also responsible for:
- Assists in the management of the Motor Vehicle Safety and Mishap Reporting and Analysis programs by collecting and analyzing data.
- Researches, evaluates and analyzes technical and administrative safety, health or environmental problems or issues and recommends practical effective solutions to the Office Director.
- Identifies, designs or modifies and implements data systems for accessing information needed to improve the effectiveness of program operations and management.
- Develops or improves training strategies and techniques for enhancing the effectiveness of the overseas Motor Vehicle Safety Management program.
- Collects and analyzes a wide range of safety, health and environmental data and assists the Director in developing briefings for Department senior level officials. Makes suggestions for improving presentations and presents alternatives.
- Prepares and presents effective written or oral presentations necessary to educate or convince technical staff and branch chiefs on changes needed to enhance program effectiveness and efficiency.
- Works closely with senior staff to develop effective systems for collecting, managing and applying mishap and hazard data essential to ensure enhanced program performance.
QUALIFICATION REQUIREMENTS:
The candidate must have at least one year of specialized experience, (equivalent to the GS-9 grade level in the Federal Service), which has equipped him/her with the particular knowledge, skills and abilities to successfully perform the duties of the position. This experience must be related to the work of the position as defined in the duties and must be equivalent to the next lower grade level. Qualifying specialized experience must demonstrate the following: Expert knowledge of a broad range of safety and occupational health principles, practices and procedures, body of laws, and regulations; comprehensive knowledge in conduct of mishap investigations and emergency response operations to immediately address and resolve critical safety, health and environmental issues associated with mishaps and emergencies with a short time lead; analyzing information in technical publications and other sources, and utilize and extract information from database systems to collate the information to conduct trend analysis and effect solutions to complex problems; communicating effectively in writing to convey information to management, interacting with all management levels, the foreign affairs community, and other safety, health and environmental professionals to provide experts guidance on safety issues.
In addition to the requirements above, it is highly desirable that the successful applicant be a Certified Safety Professional in good standing with the Board of Certified Safety Professionals.

- Must be able to obtain and maintain a TOP Secret security clearance.
- Applicant will be subject to random drug testing.
- Relocation expenses WILL NOT be paid.
This position is a one-year renewable Personal Services Contract position and may be filled at the GS-11 equivalent grade level. This position is located in Arlington, Virginia.
