Description: One of our clients seeks a General Manager of Health, Safety and Environmental (HSE) to work closely with a Partner company to position direct, lead, and manage the Company’s HSE organization to meet Health, Safety, and, Environmental strategies and objectives. This position is responsible for designing, implementing and improving the health, safety and environmental programs, and leading site management in injury and illness prevention. All activities are consistent with sustainability, conservation practices and compliance with local, federal and company requirements.

RESPONSIBILITIES
· Lead and manage the day to day affairs of the HSE organization.
· Maintain accountability for all HSE Systems, Plans, Programs, Processes and Procedures that are in place to ensure compliance with all applicable HSE policies.
· Manage the development and implementation of a comprehensive HSE Compliance Program, including processes & procedures, compliance assurance plans, gap assessments, audits and closure verifications.
· Oversee compliance programs, including assessments and audits, and assists staff in ensuring that responsible entities, including Operations personnel, close any identified gaps.
· Participate in M&A due diligence and contract reviews.
· Assist in the preparation of materials for Quarterly Board of Directors meetings.
· Develop HSE Training Materials, including new employee orientation.
· Develop staff and maintain budget.
· Interface with customers regarding their HSE Program as it pertains to Company facilities.
· Ensure proper incident investigations and emergency response throughout the Company.
· Develops & completes a Professional Development Program for self & staff.
· Supervisory responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS
· Bachelor's degree from four-year accredited college or university in Technical Field, including Engineering, HSE Science, Industrial Hygiene preferred.
· Must have 10 years of HSE experience, specifically in manufacturing, oil and gas industry and at least 5 years in management of HSE Programs, including training; or equivalent combination of education and experience.
· Minimum of 15 years of relevant experience in HSE compliance field, oil & gas industry, including manufacturing, drilling, E&P, pipelines, refining.
· Professional and/or industrial certifications in HSE-related areas are a plus.
· Have an excellent command of all HSE laws and regulations.
· Ability to effectively work within all levels or divisions or organization.
· Travels as needed to Company facilities.
· Exhibits impeccable integrity, adherence to company policies and programs.
· Basic skills in MS Word, PowerPoint, Excel and Outlook.
· Must be able to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
· Must be able to write routine reports and correspondence and speak effectively before groups of customers or employees of organization.
· Must have a strong working knowledgeable in all aspects of Safety Programs, Regulatory Requirements, Industry Standards, Environmental Laws, Programs, Management Systems.
· Must be able to interface with a wide range of internal departments, including Operations (Drilling & Manufacturing), Training, HR, Public Affairs, Legal, Safety, Workers Compensation, and other HSE Functions and as requested, CEO and Board of Directors.
· Must be able to interface with External organizations such as Regulatory Agencies, Emergency Response Organizations, Outside Counsel, Industry Organizations, Consultants, Medical Management, Clients and Customers as well as HSE Non-Profit Non Governmental Organizations.
