We have used this 3-pronged approach to totally redirect our internal safety program efforts over the past several years, resulting is an employee-driven policy.  One adjunct to using these three perspectives is that I alter the order in which I present them based on my audience at the time of presentation.  The message remains the same, but the perceived emphasis taken in by the listener (finance, executive, employees, law department, etc) helps carry additional weight, at least in their minds.
