  4. Complying with federal/state safety rules (31%);
  5. The feeling that the company has had "too many accidents" (29%);
  6. Maintaining or improving employee morale (26%);
  7. Maintaining or improving productivity (23%);
  8. Avoiding OSHA fines (20%);
  9. Responding to the recommendations of outside experts (13%); and
  10. Addressing employee concerns (5%).
