Refusing unsafe work is a key in assessing hazards
It may not be spelled out that worker's have the right to refuse dangerous work without being disciplined but US OSHA may still nail you under the general duty clause, if it is unsafe work. There are lots of dangerous jobs that are inherently dangerous, not unsafe, as long as you provide training, PPE, spot men, proper equipment...whatever necessary to protect the worker.
